The Twyning Bulk Oil Purchase Initiative is run on a voluntary basis and is intended to help private individuals with small heating oil consumptions enjoy more competitive pricing from local suppliers due to the increased negotiating position offered by purchasing domestic heating oil in larger volumes. However, the service must also be of a good quality as 'local' is not, by itself, a full justification.
